Another thing is that you can also look into Disney pictures or any other fairytale for children for color reference. Is always good reference before deciding on anything, just to get a clear idea of what your trying to depict. As long as you don't end up copying the same thing, is only to get a general idea of what you want. I personally keep a folder of all that stuff, and my personal shots so I can whip out something good and believable.
yeah. You can keep the local color realistic or made up since is a dream, but as long is looks harmonic, and keeping in mind where your main focus ofr your picture is going to be, which is the girl sleeping. So try to keep the girl without losing herself from the rest of the stuff.
Well at a quick look, since it has that fairy tale feel to it the colors has to be light and without having a strong contrast, meaning that you wont be needing a color in low value. I believe the main color has to be a light sky blue, even tho the clouds are white, but since its a dream picture you can go crazy on which color you use as long is believable. You can start by putting all the local colors in one or separate layers for maximum control, but doing so it might take some time. Then you can decided which color is going to be on your main light, and by looking on your shades the main light is coming from the right side. Then you can decided your secondary light on those small planet thingy.
You can experiment a lot by using the hue/sat tool to determine which color you want to use that is harmonic to your painting.
